Transparency International – Lebanon TI-LB welcomes the Government of Lebanon’s decision to
publicly disclose the International Monetary Fund’s Governance and Anti-Corruption Diagnostic
Assessment. The publication of the report constitutes an important step toward transparency and
demonstrates a commitment to informed public dialogue around governance reform, anti-
corruption efforts, and institutional strengthening.
The report provides a comprehensive assessment of governance vulnerabilities and corruption risks
across key sectors and institutions, while offering a set of practical recommendations aimed at
strengthening integrity, accountability, transparency, and public sector effectiveness. By making the
report publicly available, the Government has enabled citizens, civil society organizations, oversight
institutions, development partners, and the media to engage meaningfully with its findings and
recommendations.
Transparency International – Lebanon is particularly encouraged to note that several
recommendations previously submitted by the organization to the Government upon its
nomination to contribute to the assessment process have been reflected in the final report. Notably,
approximately twenty recommendations advanced by TI-LB are incorporated throughout the
report, including recommendations related to strengthening the implementation of the Access to
Information Law, enhancing beneficial ownership transparency, reinforcing asset declaration and
illicit enrichment frameworks, improving public procurement oversight, strengthening anti-
corruption institutions, and increasing transparency in public financial management. Their inclusion
reflects the value of constructive engagement between public institutions, international partners,
and civil society in advancing governance reforms.
While the publication of the report is an important milestone, it should be viewed as the beginning
rather than the end of the reform process. The true measure of success will be the extent to which
concrete actions are translated into legislative reforms, institutional changes, and measurable
improvements in governance outcomes.
In this regard, Transparency International – Lebanon calls on the Government to publicly
communicate its position regarding the report and its recommendations, including the actions it
intends to undertake, the institutions responsible for implementation, and indicative timelines. Such
a response would provide clarity to citizens and development partners while reinforcing public
confidence in the reform process.
TI-LB further encourages the Government to establish a mechanism for regular public reporting on
implementation progress. Periodic disclosure of achievements, challenges, and next steps would
strengthen accountability, facilitate stakeholder engagement, and allow citizens to monitor
progress against the report’s recommendations.
Transparency International – Lebanon also calls for the recommendations of the IMF Governance
and Anti-Corruption Diagnostic Assessment to be integrated into the updated National Anti-
Corruption Strategy. Given the significant overlap between the report’s findings and Lebanon’s
existing anti-corruption commitments under national legislation, the United Nations Convention
against Corruption (UNCAC), and ongoing public sector reform efforts, incorporating these
recommendations into the revised strategy would help ensure coherence, avoid duplication, and
provide a unified framework for reform implementation.
At a time when Lebanon is seeking to restore public trust, strengthen institutions, attract
investment, and unlock international support, governance and anti-corruption reforms remain
essential pillars of sustainable development. The publication of the IMF report provides a valuable
roadmap. What is needed now is a clear commitment to implementation, monitoring, and
accountability.
