Tamini General Insurance, Uganda’s first licensed Takaful operator and a member of the Al Salaam Africa Group, has received Sharia certification from Bahrain-based Shariyah Review Bureau (SRB) for its portfolio of Takaful insurance products. Licensed by the Insurance Regulatory Authority of Uganda in November 2025, and officially launched by His Excellency Yoweri Kaguta Museveni, the President of the Republic of Uganda, Tamini General Insurance offers Sharia-compliant insurance solutions founded on the principles of mutual cooperation and risk sharing. Following an independent review by SRB’s appointed Sharia Supervisory Board, the company’s products were certified as being structured in accordance with established Sharia principles.
The global Takaful industry continues to experience steady growth as demand increases for Sharia-compliant insurance solutions. While Takaful has become well established across the GCC and parts of Asia, African markets are increasingly recognising its role in expanding financial inclusion by providing an alternative insurance model founded on Islamic principles. Uganda’s introduction of a dedicated regulatory framework for Islamic Finance marks an important milestone for the country’s financial sector and creates new opportunities for the development of Islamic insurance services. Commenting on the certification, Mohamud M. Omar, Chief Executive Officer of Tamini General Insurance, said:
“Launching Uganda’s first Takaful operator is a significant milestone for both our company and the country’s financial services sector. It was important for us that our products undergo an independent Sharia review and certification process to provide confidence to our policyholders and stakeholders. We are pleased to work with Shariyah Review Bureau and believe their expertise will further strengthen our Sharia governance framework as we continue to expand our operations and introduce new Takaful solutions to the Ugandan market.”
Shariyah Review Bureau conducted a detailed review of Tamini General Insurance’s Takaful products and supporting governance framework to ensure compliance with recognised Sharia principles. Beyond the initial certification, SRB will continue providing Sharia Supervisory Board and advisory services, supporting the company on governance matters, new product development, and ongoing Sharia compliance as its business evolves.
Shariyah Review Bureau, licensed and regulated by the Central Bank of Bahrain, has been providing Sharia governance solutions to Islamic financial institutions for more than twenty years. Within the Takaful sector, SRB has extensive experience supporting both established and newly licensed operators through product certification, Sharia Supervisory Board services, governance frameworks, and Sharia audits. Today, SRB provides Sharia governance services to approximately 72% of the Takaful and cooperative insurance operators in the Kingdom of Saudi Arabia, making it one of the region’s leading Sharia advisors to the Islamic insurance industry.
Commenting on the collaboration, Yasser S. Dahlawi, Founder and CEO of Shariyah Review Bureau, said:
“The introduction of Uganda’s first Takaful operator is an important development for the country’s Islamic financial services industry. We are pleased to have certified Tamini General Insurance’s Takaful products and to support the company in establishing a robust Sharia governance framework from the outset. As Tamini grows, SRB will continue to work closely with its management by providing ongoing Sharia guidance, governance oversight, and specialised training to strengthen internal capabilities and support the long-term development of Uganda’s Takaful sector.”
