Digital Dubai Announces Updates On Phases 1 and 2 of the ‘Unified Registry for Dubai Government Employees’

Dubai: As part of its participation at GITEX Technology Week 2021, Digital Dubai has unveiled the latest developments with its ‘Unified Registry for Dubai Government Employees’ project, launched in collaboration with Dubai Government Human Resources Department (DGHR). 

A part of Dubai Registers initiative launched in March 2020, the project aims to allow the Dubai government to optimize human resources investment enhance its competencies, and meet smart-city requirements by establishing a network of connected and reliable data records for a sustainable and happy city.

Four teams from four different entities are working on the project as one team, and once completed, the Registry will encompass data from over 100 government entities and more than 90,000 employees through the Dubai Pulse platform. In addition, the Register includes over 60 data attributes per person, and is set to surpass 90 attributes once completed. More than 240 workshops have also been held under the project with various participating entities. 

The project is implemented over five phases: The first covering 26 entities, the second 31, the third 8, the fourth 15, and the fifth 29 entities. 

Digital Dubai has completed the first two phases covering data from 57 government entities in Dubai, and is currently working on phases 3 and 4, which would include 23 entities. Upon completion of the final phase, which will cover 29 entities, the project will have included data from a total of 109 entities. 

Latest updates on the Dubai Registers project as a whole also includes the launch of 4 New Reference Registers, consisting of public information used by government entities in formal government forms to harmonize the government’s engagement with customers. The Human Resources Dashboard in Dubai, built on the back of the Unified Registry, was also launched. With data on nearly 54,000 employees, the Dashboard helps achieve several objectives, especially in assisting the leadership to make informed decisions based on updated and reliable data. 

The Unified Registry project connects human resources in all government entities, achieving their integration and establishing a unified Human Resources Register. The employees’ data was provided by their respective entities, and processed by Digital Dubai.

The project’s scope of application covers all Dubai government entities, in addition to the data of civil employees. The Unified Registry’s data elements also include personal, professional, qualifications, and data on work experience. Regarding data quality, data completion across phase 1 entities reached 98%  (where the initial rate was 67.98%) and 90% for phase 2 entities (with an initial rate of 75.20%); in addition, phase 1 and 2 entities recorded 99% on data accuracy. 

H.E. Hamad Obaid Al Mansoori, Director General of Digital Dubai, said: “The Dubai Government strives to develop advanced tools that support government data-based decision making, to set the stage for Dubai’s complete transition into a smart city and ensure efficient human resources strategic planning to promote Dubai’s future economy.”

“We live in the age of numerical data,” H.E. noted. “If we look at the emerging technologies from the past few years, we will find that the common denominator for all of them is data. And the same applies to work models and new concepts that have built on big data to create an entirely new reality. We, at Digital Dubai, take note of every effort to embrace and analyze data, and place it at the heart of decision and policymaking processes.”

“The ‘Unified Registry for Dubai Government Employees’ is a successful example of modern data-based solutions,” H.E. Al-Mansoori explained. “It streamlines HR planning and decision making at the government level to support the emirate’s digital transformation strategy. The project will also enable the leadership to obtain information about government employees – including data on Emiratization or other HR quality measures – and to make informed decisions that will boost the digital economy and promote gender balance.”

For his part, H.E. Abdullah Ali bin Zayed Al Falasi, Director General of Dubai Government Human Resources Department, stressed that technology plays a vital role nowadays and will continue to grow in the future in the UAE and in Dubai, in particular. The emirate has been a pioneer in converting all services into e-services for many years, H.E. noted, adding that “the importance of investing in technology and focusing on automating client services is being proven every day.”

Data science is one of the most important sectors for governments to enhance their knowledge in as it is needed across various industries and is essential for business continuity, H.E. Al Falasi added. Data reports allow organizations to gain new insights and understand what the future holds, H.E. explained; they can also raise awareness of market trends, which, in turn, allows for adjusting business plans and introducing a new range of services that benefit the wider public.

“The ‘Unified Registry for Dubai Government Employees’, launched in collaboration with Digital Dubai, is one of the technological developments the Dubai Government is keen to use in its human resources development plans in order to promote efficiency and meet the needs and aspirations of the smart city,” H.E. Al Falasi said.

“The Dubai Government Human Resources Department is committed to enhancing human resources in Dubai and preparing them for the jobs of the future,” H.E. continued. “The Department is setting ambitious strategies and plans for the next 50 years to ensure sustainability for the human resources sector and qualify talents to navigate the rapid global developments. The ‘Unified Registry for Dubai Government Employees’ is an innovative project that provides reliable, interconnected, and value-added data that helps decision makers develop appropriate plans and strategies to invest in people.” 

Digital Dubai’s objective from the project is to provide smooth and effective public services, increase data quality, and improve data analysis. The ‘Unified Registry for Dubai Government Employees’ is also dedicated to establishing a reliable source for employee data, categorizing it, ensuring quality and accuracy, and managing it under a unified framework. The Registry also aims to support HR planning and decision-making across government entities, as well as to guide the emirate’s policies towards smart transformation. 

By leveraging the latest data sciences and their extraordinary potential, the Unified Registry for Dubai Government Employees will be Dubai’s only official source for government employee data, supporting government entities to score the best KPIs (Key Performance Indicators), and to oversee and improve any projects dedicated for government employees’ needs. 

Through the collaboration between Digital Dubai and the Dubai Government Human Resources Department, the Register will be applied to cover the data of all government entities and employees in Dubai. 

The Dubai Government Human Resources Department will specify mandatory and optional data to be included after being accredited by Digital Dubai, as well as categorize employees’ data in the Register. After enlisting their employees’ data in the Register, the Department will follow up on government entities’ commitment to this categorization as per applicable standards. 

Digital Dubai will also organize the Unified Registry for Dubai Government Employees, designing and connecting it with other Registers in Dubai, adopting data quality standards, and confirming the categorization of data enlisted in the Register by government entities. It will also handle employee training and awareness regarding the Register’s various applications, terms and conditions, in addition to setting up a special manual about using the Register and making it accessible for government entities. 

Dubai Electronic Security Center (DESC) – which falls under the Digital Dubai umbrella – will ensure all security checks are in place when it comes to the safety and security of the Register’s data and cyber systems, in addition to connecting the electronic platform with DESC and regularly scrutinizing the system to ensure commitment with its adopted security standards.
