Three Emirati AI experts participating in the National Experts Program’s Artificial Intelligence track (NEP-AI) say the UAE’s new Cabinet AI Advisor system will strengthen government decision-making by helping leaders assess the broader implications of policies, navigate emerging regulatory considerations, and follow decisions through to implementation.
The three experts are among 32 Emirati experts participating in the Artificial Intelligence track of the National Experts Program (NEP-AI). The cohort will soon take part in Module 3 on “Venture AI,” exploring AI strategy, technical foundations and value creation, applied AI in organizations, human-AI collaboration, and the development of AI ventures at scale.
The module will provide NEP-AI experts with an opportunity to engage directly with leading decision-makers shaping the UAE’s AI ecosystem, including H.E. Faisal Abdulaziz Al Bannai, Advisor to the UAE President for Strategic Research and Advanced Technology Affairs, and Secretary General of the Advanced Technology Research Council.
The experts said the system will support ministers and government leaders rather than replace human judgment, giving them access to faster analysis, broader evidence, and continuously updated recommendations.
The recently announced Cabinet AI Advisor operates through 32 specialized AI advisors that analyze policies, legislation, strategies, and government systems.
For Eng. Yaser Alshehhi, an Emirati expert in the AI strategy development sector of NEP-AI, one of the system’s most important capabilities will be connecting the potential impact of a decision across different areas of government and society.
“Government decisions rarely affect one sector alone. A policy introduced in transportation, for example, may also have implications for the economy, sustainability, infrastructure, and society. AI can help connect these dimensions, identify potential consequences, and give decision-makers a more comprehensive picture,” Alshehhi said.
“The real value will come from turning information into timely and relevant insight. Used effectively, AI can help government leaders understand trade-offs, anticipate unintended consequences, and make decisions with greater confidence,” he added.
Eng. Sultan AlRaeesi, an Emirati expert in AI policy, regulation, and diplomacy, said the initiative places the UAE among the first governments to move AI closer to the heart of the policymaking process.
“This introduces a model in which AI can support policy research, compare regulatory approaches, and assess the potential impact of proposed decisions,” AlRaeesi said.
He added that the growing role of AI in policymaking must be accompanied by clear governance frameworks, particularly around transparency, validation, and accountability.
AlRaeesi added that the UAE’s experience could also contribute to international discussions on the responsible use of AI in government.
“The UAE now has an opportunity to demonstrate how it can be governed while being used responsibly, practically, and at scale.”
Mohammed Alketbi, an Emirati expert in agentic AI, said the next phase of AI in government will go beyond helping leaders make decisions to supporting what happens after those decisions are made.
“Traditional AI systems respond to individual requests. Agentic AI can go further by analyzing an objective, breaking it down into tasks, monitoring developments, and identifying when further action may be required,” Alketbi said.
He said this could help narrow the gap between government decisions and their intended outcomes.
“A decision is only as effective as its implementation. For instance Agentic AI could track progress, identify delays and emerging risks, and adapt its recommendations as circumstances change.”
“This does not replace ministerial judgment or accountability. It shifts AI from a tool used at a single decision point to one that supports the full decision cycle, from analysis and action to monitoring and adaptation,” Alketbi said.
